Genesee County Materials Management Plan Notice of Intent
Governor Whitmer signed an eight-bill package (HB 4454-4461, also known as Part 115 of the Natural Resources and Environmental Protections Act) into law on December 22, 2022. Effective March 29, 2023, this legislation updated Michigan’s solid waste management system with the primary intention of increasing the statewide recycling rate.
As part of the new legislation, the Michigan Department of Environment, Great Lakes, and Energy (EGLE) is requiring each county in Michigan to develop a Materials Management Plan (MMP), previously called a Solid Waste Management Plan. The new MMPs will shift focus away from establishing landfill disposal capacity for garbage to waste diversion through recycling and composting programs.
On June 28, 2024, Genesee County filed its notice of intent (NOI) to prepare the Materials Management Plan and has become the County Approval Agency as required per part 115, Solid Waste Management, of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended.
Genesee County intends to complete the MMP as a single county over the 36-month development timeframe required by law. Please note that all future Materials Management Planning Committee meetings will be open to the public and notices of these meetings shall be found at www.gcmpc.org and will be submitted to each municipality within Genesee County.
Please post the NOI, which can be found at the link below, on all official city, village, or township websites.
